Who will Control my Speed?

Having just be switched to fibre using 8800Nl my speed is of course way beyond the ADSL speed but when I run a BT speedtest my speed profile is many shades higher than that which I am currently getting. Will the Dslam system raise and check my speeds to this limit in the 10 day settling period OR does my ISP (Plusnet) control this?

There's no 10-day initial period with FTTC, you go straight to whatever speed your connection is capable of (subject to any caps which may apply to your contracted service). Your IP profile is directly related to your connection speed. However I suspect that you're talking about your download speed as measured in speed tests. This will normally be a bit less than your IP profile speed, and may be a lot less, depending on numerous factors which are unrelated to the state of your connection (congestion, routing issues, WiFi limitations, your own PC setup, etc.).
