Can't update firewall rules

Hi,
Router: BiPAC 7402NX
Firmware: 6.24b
I have an issue with updating the firewall packet filter. When adding a new rule, all the existing rules are removed and the list of rules are empty.
I then reboot (without saving the changes) and the original rules are back.
So, I can't add any new rules.
I'm going to try updating the firmware (with a factory default reset) and retry. Just wondered if anyone else had seen something similar?
