Using QoS to limit upstream bandwidth

When I am uploading a large file to a host site, my downstream connection becomes almost inoperative; even the simplest web pages take forever to load. So I would like to limit upstream bandwidth.

Up to now, I have had QoS disabled. Checking the router's user manual, it looks as though it ought to be possible to use QoS to solve the above problem. However, the notes on how to set up QoS are difficult to follow. For instance, do I need to configure QoS classification, and if so, how do the options on that page of the router's web interface relate to what I am trying to achieve? It isn't at all obvious. I am in need of a clear statement of the steps to take to get the result I am after. Can you point me to where I can find such a statement, please? Many thanks.
