IPSec VPN crippling Download speeds

Hi,

I have a IPSec VPN set up between home and office over a ADSL2+ line typically achieving 16850kps download 850 kps up. (Latency 14ms, jitter 0ms)

When I move data from one PC to a server at the office it saturates the upload bandwidth and totally kills the download bandwidth.

I believe this is due to the router not able to send ACKs back? The typical download speeds I get when uploading data via the VPN are 880kps download, 292 kbps up. (Latency 525 ms, jitter 200 ms)

Is there some setting I'm missing? Can I limit the upload bandwidth over the tunnel?
