Voip dial plan not working

I creates a dial plan like so:
if prefix = 01, replace with 441
Main digit sequence: 01x.
But I cannot call out (get the busy tone, and it doesn't log the call in my log file)
If I create specific entries like follows:
<01902:441902>x.@voipvoip
<0121:44121>x.@voipvoip
This does work. But I don't want to create a plan for every UK telephone code (my sip service requires 44 (1) code, and I'm trying to make the process transparent when users are dialling out.
