I think there the ability to block websites holistically on the 8900, but wondered if I am able to do this by Mac / Ip connected device … e.g block youtube for some selected devices and with a time window when it applies?

Check out the URL Filter section, but it won't block https websites, so might not work.

Other option is to try Open DNS (but it won't have IP or Time restrictions)

I know this is an old post but in case an answer is still being sought, PiHole (https://pi-hole.net/) will block domains for particular clients based on MAC or IP address (using 'Group Management'). There is no ability to restrict times though.
